Investigators had decided to tweak their suspect, apply a little pressure and get him wondering what they knew. This was a period in which they were letting Moilanen run, somewhat like a hooked fish. They decided to let the media play a role in getting his attention.

Bob Ball worked with Jerry Kitzman, the Ontonagon County Sheriff, to produce a news release Kitzman would issue through his department.

The Mining Journal picked up the release and assigned reporter Greg Peterson to the story. Headlined “Mystery Shooting Believed a Murder,” the article bluntly stated that police now considered Judy Moilanen’s death to be a homicide rather than a hunting accident. Police were evasive about what had changed their minds, but they were not really interested in being informative. They wanted to get the attention of only one reader.

Bruce Moilanen’s attorney would later portray such tactics as harassment. Bob Ball preferred to call it an investigative technique.
